The book, titled Diritti oltre frontiera. Migrazioni, politiche di accoglienza e integrazionewas published by the Pisa University Press and authored by Eduardo Barberis, Francesca Biondi Dal Monte, Marta Bonetti, Sergio Bontempelli, Anna Brambilla, Michela Castiglione, Sara Cei, Giuseppe Delle Vergini, Davide De Servi, Elisa Galli, Monia Giovannetti, Luca Gori, Lucia Iuzzolini, Francesca Meoni, Noris Morandi, Federico Oliveri, Rita Reale, Emanuele Rossi, Giorgio Sordelli, Daniele Stefanelli, Mariateresa Veltri, and Elena Vivaldi.

The book’s editors, Sant’Anna School Professor Emanuele Rossi and Dr. Francesca Biondi Dal Monte from the Dirpolis Institute explained the migration phenomenon within Italy and regional policies issues as the major themes addressed in the research.

This book, as part of the project Lumit - Lucca Migration Task Force, is funded by the Fondo Asilo Migrazione e Integrazione (2014-2020). It examines the impacts of the migration in Italy and Tuscany, and explores how regional policies and local authorities have responded to migrants’ needs in the context of the social protection system and asylum regulation.

The book is organised in four sections: migrants, refugees and asylum seekers status; constitutional implications of migration law; the inadequacy of EU and national regulations in managing mixed migration flows (economic migrants and refugees who deserve international protection); foreign citizens eligible for “subsidiary protection” who do not qualify as refugees; social inclusion; constitutional constraints and limitations.

Editors Emanuele Rossi and Francesca Biondi Dal Monte explain that the (de)formalization process of border management under the Italian parliamentary democracy persists unaddressed in Italy. The book advocates the importance of recognizing access to protection, education, health care, and housing as established by law.

The “Lumit” capacity-building program, funded by the Fondo Asilo, Migrazione e Integrazione 2014-2020, encourages further research and public debate. Researchers from the Sant’Anna School DREAM focusing on migration studies, asylum and rights of unaccompanied minors (who may benefit from international protection and assistance provided by local authority) together with the Prefettura di Lucca and the Consorzio Co&SO highlighted the challenges for migration governance in the implementation of the Covid-19 measures to ensure the safety of migrants and minors.

By challenging the integrated system of external border management with the social protection process, scholars have offered specific training to professionals, judicial officers, civil servants and administrators in ensuring that they fulfil their constitutional obligations.
